City of San José Homelessness Report and Implementation Plan

Provide insight into ongoing efforts into addressing homelessness in San José and recognizing the accomplishments of the previous 2023-2024 Fiscal Year.

The Objective

The report provides insights into the City’s accomplishments in responding to homelessness across City departments during Fiscal Year 2023-2024. This yearly report builds on the previous year align all 14 departments in San José’s City Council under continuous goals for addressing homelessness throughout the city and inform the public of their plans.

In addition, the report articulates a revised implementation strategy to resolve unsheltered homelessness by driving the work, shelter and housing services and systems that will help the City achieve functional zero in unsheltered homelessness where, on a night-to-night basis, a shelter option is available, and by making strategic investments at critical points on the housing continuum.

It is important to identify the main focus of their efforts, visually communicate their complex improvement plans, and recognize the successes of the previous year.

The Solution

This 2023-2024 Report builds on the visual identity of the previous year, employing the city’s coastal color pallet and urban photography. The 4 pillars of the plan are identified by an icon system at the beginning of each section in the report – End Suffering on the Streets, Share and Protect Public Spaces, Expect Cleanliness of Each Other, and Create Opportunity. There also also some supportive infographics and stylized typography to illustrate more complex systems at play and highlight important metrics. In the final section, the report expands upon the existing structure of the implementation plan from the previous year to quickly identify which goals have been successful and how they will be expanded upon in the next year.
